If there is a chance that the skin was burned by the wax, I would recommend having Milks examined by your veterinarian because burns can be very serious and difficult to heal. Yes, it will grow back again. All the scratches seem to be superficial so disinfection will be possibly enough and can be started at home with very diluted hibiscrub or betadine or salted water baths. Given that C is allowed outside, it could be that the lack of fur on her back will affect her in the cold weather. She could become colder easier, so I would either keep her indoors until her fur grows back in (which unfortunately can take months), or you can get her a sweater or coat to help keep her warm.
