Keeping Karo separated in a warm hospital cage with easy access to food and water, and continuing to remove any debris from the eye can help until you can find a vet near you.

The cause of the swelling could eventually originate from the conjunctiva but from other eye structures as well.Swelling per se' could be caused by a damage of the surface of the eye (corneal ulceration). Inflammations (from allergies or trauma) or infection are both possible. Immediate check up is absolutely needed at your local veterinarian. Antibiotics may be needed in case of an infection.

I think it's best to return to your avian veterinarian or even seek out an ophthalmologist (eye) specialist to see if the eyes can be saved or safely removed. They may be able to treat the remaining eye so that it can be saved, or suggest additional treatment to try and get Paco feeling better.

It is very difficult to say what it may be just by looking at some photos. My best guess would be some injury/inflammation to the cornea due to mild trauma. He would need an exam in person with a vet so they can use an ophthalmoscope to get a better look at the eye.
