Poor Fudge! If he is still not improving after a course of antibiotics, it would be best to bring him back to your vet for another exam as well as some additional testing. A chest X-ray or bloodwork may be beneficial in seeing if the infection is still present, or if there is something else ongoing that also needs to be treated. It is also a good idea to separate Fudge into a hospital cage so that your other bird doesn't pick on him and stress him out, and so that any contagious illness isn't spread. I would have expect it to get better on these antibiotics, in that case there is a very good chance that it's a fungal infection rather than a bacterial infection, you need to take her back to the vet ASAP and ask him to try an anti fungal treatment.

The vet will be hoping that there is infection which the medicine will combat. However if the tissue on the tongue is ulcerated and dead it can be hard to treat as there is no blood supply. If it doesn't start to improve she may have to anaesthetised to allow the vet to debride the dead tissue and promote healing.

Has she recently laid an egg or can she be egg bound? Trauma to the lower spine or weakness are other possibilities. Supply heat support in the 80-85 F range can give comfort.
