Why is my budgie still sick after antibiotics for chest infection?

I would have expect it to get better on these antibiotics, in that case there is a very good chance that it's a fungal infection rather than a bacterial infection, you need to take her back to the vet ASAP and ask him to try an anti fungal treatment.

If his problem is caused by an infection than there should be some improvement after 7 days of Baytril. You should call your vet and give him/her an update as your vet may want to try a different antibiotic or a different medication.
