If it is a matter of Rolo wanting more exercise, you can try longer walks, less frequently, e.g. 45-60 minute walks in the morning and night. I would gradually try to phase out the 4am walk by taking him out a bit later each day, e.g. 5am on day 1, then 6am on day 2, etc. He should eventually understand that he will not be getting that early morning walk, and as suggested earlier, if he has to go potty you can try training him to use a pee pad. He could have a urinary tract infection or a medical condition that makes him urinate more. The best thing would be to have your vet run a urinalysis and blood-work to rule out medical causes. A puppy at 4 months should be able to hold his bladder about 4-5 hours overnight. This means that if you want him to go potty at 7am, you'll need to take him out for a pee around 2-3am. The good news is that over the next few months as he grows older, Max should be able to hold his bladder longer and longer, until he will be able to hold it for at least 8 hours overnight.
