My puppy wheezes or clears throat but acts normal. See a vet?

It could be that Luna is suffering from a respiratory infection. If her symptoms continue over the next 24-48 hours, then I would have her seen by a vet. The vet can diagnose if she does have a respiratory infection, and can prescribe medications to help treat her symptoms.

There are a variety of causes for what you are describing, including an upper respiratory infection, tracheal irritation, asthma, allergies, or another underlying issue. Wheezing makes me worried that mom and puppy may both have a respiratory infection. And a cloudy eye is also indicative of a problem, I would recommend a vet visit for mom and pup to get assessed. There are some structural abnormalities in brachiocephalic breeds that can cause upper respiratory stridor, or excessive noise while breathing, however that's typically not noted in a four week old puppy either.
