Oh dear! Poor Blue. I'm afraid this sounds quite serious. My first concern, with the symptoms you are describing and her age, is that she may have parvo - especially if her previous owners did not provide you with any paperwork showing that she had received her full series of vaccines. This is a serious, life-threatening illness that is unfortunately quite common in puppies. Other possible causes of her symptoms could include an intestinal obstruction, a serious infection of some kind, or ingestion of something toxic.
Regardless of the underlying cause, these symptoms are serious enough to warrant a trip to the emergency vet tonight. He/she can do some diagnostic testing to help determine the problem and get her started on appropriate treatment right away.
