can I use peroxide to clear up my dog's conjunctivitis? Or perhaps filtered water?

I would not recommend to put either of those in Henry's eyes. Even the water may cause burning and discomfort. Conjunctivitis is most commonly caused by allergies, infections or corneal ulcers. Take him to the vet to have him examined and appropriate treatment can be prescribed.
