You could rinse his eye out with an eye wash or some artificial tears, like GenTeal drops. If his signs continue then he needs to be examined by a vet to determine the cause. He could have an infection, scratch, ulcer, or foreign material in his eye and your vet can stain his eye to evaluate his cornea for damage. If Scarlet is squinting or if her eye has discharge I'd recommend seeing a veterinarian. The blood vessels in the eye can become larger when dogs are excited or when they have eye infection or inflammation. If just the one blood vessel is affected and she doesn't seem uncomfortable you probably don't need to intervene unless the redness gets worse.

Considering the pictures you uploaded this seems a mild conjunctivitis that could potentially resolve spontaneously. I would recommend just wipe the discharge gently with a wet cotton swab and apply some simple sterile saline solution (you can buy ocular ones over the counter). If the signs do not resolve in 3 days a check up would be required though as antibiotic eye drops may be needed.
