I would only place a few ice cubes in the bowl so that your pet doesn’t get a brain freeze type headache. Otherwise it should be fine. Just also keep in mind that keeping your pet in the shade (if left outside), leaving inside of temperatures are above 90 degrees Fahrenheit, and providing fans are more effective methods of cooling off your pet. Rabies is always a possibility if there are sick dogs in your area, or other wildlife that carry it. There is a rabies vaccine available for people, however if you are caring for the animals, watching for signs of illness and bringing them into a vet for care right away is best as well as seeking care immediately if you are ever bitten. If you are able to capture the animals, getting them vaccinated can also help prevent the spread of illness from them to you and to other animals. You can also continue to feed any strays by setting out food without interacting or petting them, and then making sure to thoroughly clean any dishes used in between uses. Seeing if there is a local animal shelter or rescue in your area that you can volunteer for can also help you care for the animals in a safer, more structured manner.

Yes, ice can be a perfect treat for your puppy. It can keep her entertained, cool her off, and act as a treat without adding any extra calories to her diet. Just be sure to monitor her while she is chewing on the cubes to make sure she doesn't choke. I would err on the side of caution. As Rabies is quite prominent in India and you do not know what the Rabies vaccine status of the dog that bit this dog or the dog that was bitten is, I would avoid trying to catch the dog. If you have a animal care and control in India, I would contact them and let them know that there is an injured dog where you live or see if there is a rescue that can help. It would be healthier to keep her out of the sun and provide shelter as well as plenty of fresh, cool water. The ice cream may cause stomach upset and could predispose her to obesity. The curd with rice can be given in small amounts and only occasionally. It should not be the main part of the diet.
