My dog's watery, red eye has a brownish film. Should I see a vet?

Pet's info: Dog | Shih Tzu | Male | neutered | 20 lbs

Hello- my dog has been having a watery right eye and I thought it was allergies but the tearing and redness hasn’t subsided. When I pull the eye lid back I notice this strange dark brownish film on the right corner of his eye. Can you tell me what this is? And should I take him to the vet?? I’m concerned

It could be Oscar has an eye infection, and the film you see if his third eyelid. That is a normal part of a dog's eye anatomy. I would take him into the vet in the morning to have his eye treated. Best of luck.
