My 10-year-old dog is sick for a week and getting worse. What's wrong?
Since Shadow is not acting like his normal self I would be concerned that there is something going on medically with him. They symptoms you are describing are very vague and could indicate several different things going on.
Based on Shadow's age I would be concerned about a metabolic or internal issue such as kidney disease, liver disease, or diabetes. Unfortunately the only way to know if he has these diseases is to have your veterinarian run some blood work.
In the meantime, while you are trying to convince your mom to take him to the vet, try to keep him as calm and comfortable at home as possible. I would avoid letting him go outside alone unattended if you can. If his appetite is decreasing try feeding him some plain boiled chicken and rice.
