My French bulldog has a red bump on her vulva. Why is she scooting?

There is no way of knowing for sure without an examination though this represents a reason to seek veterinary care. This is usually determined with an examination and a fine needle aspirate (FNA) or a biopsy. Treatment depends on the findings up to that point. It really comes down to figuring out what is causing his allergies so that they can be treated or the specific allergen avoided. A secondary infection is likely and also needs to be addressed. There are medications such as Apoquel or prednisone which may help with the itch. 

 There are many things that can cause allergies though in most cases they can be broken down into 3 big categories: flea, food and environmental allergies. 

Allergies are usually worked up in a stepwise fashion starting with flea allergies as this is the easiest and cheapest to take care of. If not on a flea preventative, then it would be a good idea to get started on one. If already on one then it would be a good idea to change to something else (there are many new products out in the market). 

If not improved in 1-3 months then it is time to move on and check for food allergies by switching to a novel diet (new protein and new carbohydrate). If that does not seem to be the issue then you are left out having to check for environmental allergies which require blood and/or skin tests.

 Allergies can be very frustrating to deal with at first but so rewarding at the end when we are able to treat them effectively!

I recommend bathing her with a moisturizing shampoo and conditioner to help soothe the skin. Then place an E-collar on her to prevent any licking. It looks like Banjo has a skin infection. These are usually bacterial in nature, but sometimes it can be from a fungus or yeast. Banjo should see a veterinarian for an exam and treatment. Small bumps like this on the skin are usually a sign of a bacterial skin infection called pyoderma - this can occur on its own, or due to an underlying skin problem like allergies or skin mites (mange). You can try bathing her in a chlorhexidine dog shampoo to see if this helps. If not, or if the bumps seems to be spreading or if they become itchy or painful, it would be best to have her examined by a vet. He/she can do a simple test called a skin scrape to help diagnose the problem and get her started on appropriate medication to treat it.

This presentation could be due to a localized spot of skin infection (likely to be caused by bacteria). A check up, appropriate disinfection and possibly antibiotics (oral, topical or in a shampoo formulation) are needed to solve the problem. Disinfection may be started at home with very diluted hibiscrub or betadine or salted water baths. Buster collar may be useful as well to avoid any licking.
