Gaia might be suffering from a urinary infection or from a kidney infection, it could also be a bacterial infection called Leptospirosis if she is not vaccinated. i strongly recommend taking her to the vet urgently in order to get it diagnosed and treated as these are very severe and serious symptoms.

Hip dysplasia results in arthritis and pain but should not affect the urine. More likely she has a urinary tract infection or bladder stones causing the blood in the urine. Bladder cancer is much less common. I recommend a veterinary exam and urinalysis to determine the reason for the blood. Depending on if they see bacteria, crystals or abnormal cells they will start her on the appropriate treatment. Usually with treatment this should resolve quickly. It absolutely could be a bladder infection, and although they tend to be a bit unusual in puppies they can happen. Testing is relatively straightforward including typically a urinalysis will make the diagnosis but often the vet will recommend a urine culture to ensure that the appropriate antibiotic is being used. At 3 months of age I would also consider some imaging (x-rays with contrast or ultrasound) to rule out congenital (present from birth) anatomical issues that could be contributing to urinary issues.
