Can I wait for the vet if my dog's nose was scratched by a cat?

If it's dirty, just a simple wipe with warm water should be sufficient. I generally recommend keeping scratches like that open to air, so no need to use neosporin. No need to rush Sheru into a vet now. I would gently clean his wound with warm water and antiseptic soap. Keep the wound clean and dry, and monitor it for signs of infection. This most certainly could be an infection, especially if it has been a week since the scratch and it looks like this. If it is bothering Tigre, she may be rubbing her nose on the floor making it much worse. Even though a picture would help to understand better the severity of it, this cut could get infected (likely to be caused by bacteria). A check up, appropriate disinfection and possibly antibiotics are needed to solve the problem. Disinfection may be started at home with very diluted hibiscrub or betadine or salted water baths. Buster collar may be useful as well to avoid any scratching. Gently clean the area with warm water and antiseptic soap. I would not point any antibiotic ointment on it because Merlin will just lick it off. You can try to put a bandage to protect the wound, but make sure it doesn't block his nostrils. You can put an Ecollar on him to keep him from rubbing at his nose, and I will put a link below on how to make one at home. Definitely have him seen by a vet tomorrow, as dog bites frequently become infected and he likely will need antibiotics. If it is just a superficial scratch and it appears that the bleeding already resolved, you may continue to monitor it. If at some point a discharge develops and it appears to be getting infected, have him examined then. You may clean the area with soapy water.
