I suspect the recent blinking and tearing are due to an eye infection, possibly caused by irritation from the bump. This definitely warrants a visit to the vet as soon as possible, as I worry about any damage to the cornea which can worsen the problem quickly, especially if he is scratching at it. It is very close to the eye and there is a risk that Milly may injure the eye while trying to rub or scratch it once it gets bigger. Therefore, I would suggest to get her checked by your local vets. Milly will likely be prescribed an antiseptic skin ointment / cream and the bump will hopefully go away in the next few days.

There could be trauma to the eye itself or an infection. In order to rule these out I would suggest having the vet take a look at the eye. For trauma to the surface of the eye, a simple stain test is performed to see if there is any retention of the stain on any area of the surface of the eye. This is definitely something that needs to be seen by a vet as it a) keeps your dog from closing his eye lid which can damage the eye to the point of losing vision (will dry out the cornea), and b), tumors can grow invasively, ie destroy the eye. Your vet will examine the mass, possibly take a little bit of tissue to examine under the microscope or send in to a pathology lab and then, depending on the findings, discuss treatment options, which could include removal of the mass alone (if possible), medication to remove it or make it shrink, or even removal of the eye.
