My Chihuahua's eye is has a film over his eye and its draining a clear fluid out of the corner. He is favoring the eye by shutting it it is also puffy on the bottom of the cheek

Poor Gable! Without being able to examine her eye in person or see a photo, it’s hat to say what might be wrong. She may have an eye infection or an injury to the eye such as a scratch or corneal ulcer, or her dry eye may be getting worse and require additional treatment. If there’s enough drainage that she couldn’t open her eye until you cleaned it, this is definitely not normal and warrants a vet visit as soon as possible.

It's not possible to tell what this is without seeing it, but it could be due to conjunctivitis, an injury, swollen gland, or something stuck under the eyelid. Conjunctivitis can be caused by a few different infections, or dust and debris in the eye. For this reason, I recommend taking Milo to the vet sometime in the next day or two. They will be able to better inspect the eye and provide the most appropriate treatment.
For now, you can flush the eye 3-4 times a day with saline (can get this at the supermarket or pharmacy in the eye care section) to help clean and soothe it. Below is a link to a good video that demonstrates how to do this.
