How do I describe my puppy's unique dark blond and black color?

The lighter hair may be old puppy hair which after it falls out, will likely grow in much darker. Also, if your puppy is outside in the sun a lot the hair will bleach, especially on the head, ears and tail. So unfortunately this is why it is not possible to say whether he will get lighter permanent fur in these areas. I dare say not. Best to wait until his permanent adult coat comes in, as until then the hair coat can and will change in shade several times. Feeding a top quality puppy food will also influence the hair coat positively and will ensure that the coloring and texture is at its best.

It could be normal (meaning they are turning to a different shade of black) or could be cause by inflammation of the skin or hair follicles. I would recommend that you have a vet take a quick look at Chow to see if there is a medical concern.

It just means there is some variation in the genetics of coat color. Coat color is determined by multiple sets of genes, so even if the parents are one color, they could carry the genes for other colors, and thus have puppies that are a different color than them.

This may be a normal aging change for her. As puppies lose their puppy coats the adult fur can change color and the skin pigment can darken also. If the skin looks normal with no sores I wouldn't worry about it. If she is itchy that may cause changes in the skin color. A veterinary visit is indicated if you are seeing abnormal areas on the skin.
