Since she sounds quite sick, I would recommend taking her to an emergency clinic this evening to be seen. It is impossible for me to say what is going on with her without an examination but with her symptoms we would worry about things like an issue with circulation due to a possible heart condition, hypoglycemia (very low blood sugar), neurological issues, toxicity. I would recommend rubbing some karo syrup or honey on her gums in case her blood sugar is low, wrapping her in a warm blanket or towel (one from the dryer if available to be even a little warmer if she is cold) and getting her to the vet right away. Poor kitites. Lethargy and weakness can cause pets to stagger. Numerous things oculd be causing this including: anemia (low red blod cell count), or any other underlying illness. Without any other sympotms to speak of, there isn't much else to speculate on. Hopefullyt he vet can gether more information after a thorough physical exam and possibly even testing for infectious disease (FELV/FIV). I hope that your kitties are going to be ok moving forward. Some possibilities would be that Luci is periodically having hypoglycemia or low blood sugar, or that she has something like a liver shunt. Another possibility would be that she is having an atypical seizure or a very short seizure and you are witnessing the post-ictal recovery phase. If blood work has not performed that might be a reasonable next step. If a screening CBC and chemistry panel are normal, it might be worthwhile to check bile acids to help rule out a liver shunt. Finally, it might help to video an episode and show your veterinarian to see if it seems like seizure activity.
