My guinea pig has chronic URI, Baytril failed. What are other meds?

My guinea pig has seemed to suffer from a chronic URI since we got him. He’s been on and off of meds, mainly Baytril, but he just doesn’t seem to be improving. He’s very clicky and congested and has labored breathing. Room temp is fine, he’s in a clean and open c and c cage...no other pigs are affected by this, although being in close quarters with him. Any ideas or med recommendations we can go to the vet with?

I would definitely recommend switching to a different antibiotic, after baytril fails i usually try TMS and then Zhitromax, both of them for 2-3 weeks. if this doesn't work either the last resort is Penicillin injections for 1-2 weeks.
