Broken blood vessels in the sclera (white part) of the eye are not entirely uncommon in pop-eyed dogs like the Havanese (usually from stress or irritation), however it usually happens in one eye at a time. Dodi is a young dog, and I would not expect any serious conditions, however it is always best to contact a vet when it comes to strange eye issues as if there is a problem, they can get worse quickly.
