My cat licks paws after declaw. How to stop her and food stealing?

Give the pain medications as directed and try to keep her quiet. The more she moves initially, the more pressure on her paws which will result in discomfort. It is hard to know exactly what is needed without an examination though this does sound severe enough that it warrants an evaluation by a veterinarian for further assessment and treatment. They would be able to check if further surgery is needed or possibly treat for a likely infection and most importantly start Selina on medications for pain as this is likely painful. I would keep Marvel in a large crate or a small room by herself to rest up. She will need a litter box filled with shredded newspaper during this healing time. She should be kept alone to restrict movement. Your vet will give detailed discharge instructions. Have the person checking on her follow these instructions.

If it's not bleeding I would recommend getting an e-collar in order to put it around his neck, that will prevent him from licking it. take him tomorrow to the vet in order to get it checked as he might need a course of antibiotics to prevent an infection.

You could try keeping an Ecollar on Morgan to keep him from licking the area until it is fully healed. The skin may thicken as it heals. You can try using something like a Pawflex bandage, with will protect his food. You can get that off the internet, and I will give you a link to a site where you can buy them. Finally, you could consider getting a dog boot for him. While they are designed for dogs, there are ones that are for toy and small breed dogs that could fit Morgan's foot. The pick up time varies from clinic to clinic based upon the medications/sedatives used. You will need to check with your veterinarian to establish the pick up time. Yes, you will need to separate the cats so they do not play or the other cat does not try to pull on the surgical sites. Marvel will need to wear an elizabethan collar and will need to be kept from running/jumping or climbing.
