It may be a contact allergy to something in the environment. I suggest you put an E-collar on him to stop the licking and apply this spray to the affected area. If after a week it is not better then take him to your vet for an exam. It is hard to know exactly what is needed without an examination though this does sound severe enough that it warrants an evaluation by a veterinarian for further assessment and treatment. They would be able to check if further surgery is needed or possibly treat for a likely infection and most importantly start Selina on medications for pain as this is likely painful. It looks like a lick granuloma which can be secondary to itching, pain, boredom, stress, OCD. They are commonly treated with antibiotics, anti-inflammatory medications, and bandages or E-collar to prevent licking. If that doesn't work then anti-anxiety medications, like Prozac, can be prescribed to see if that helps. You can try pet clothes but I would not bandage since you could cause more issues if the bandage doesn't fit correctly. I would have the cats examined by a vet, those lesions are quite typical of ringworm in cats. It could be allergic (fleas, food allergies, atopy), bacterial, viral, immune-mediated, etc. Topical ointments are not a very good treatment for the reasons you have observed. Often oral medications work better.

Since you are noticing multiple locations affected, I recommend to have her examined by her veterinarian and checked for external parasites. Allergies or anxiety could also cause similar symptoms. Anxiety licking tends to be on the lower legs and the belly. They generally don’t scratch more due to anxiety. This is likely how he copes and/or deals with stress. I would consider giving him a calming chew like vetriscience composure or composure pro (stronger but a prescription) to see if this helps. You can also put a cone collar on him for a couple of weeks to help break the habit. Also, if there is a specific spot that he commonly lays and does this, I would use feliway spray in that area. You can also plug in a feliway diffuser in that room. Feliway is a cat pheromone which can have a calming effect. Finally, if this doesn't work I would consider putting him on an anti-anxiety medicine like amitryptilline to see if this helps! I hope this works.

He could have an infection, a wound or be experiencing an allergy. In the meantime, place an E-collar on him to prevent any further self trauma.
