My cat vet gave 2 oxytocin to my cat after he gave first oxytocin around 2 pm after given the oxytocin my cat water broke out at 4 pm and then he gave second oxytocin around 7 pm after second oxytocin she start to panting and breathing heavily and now its 11:30 pm and there’s no sign of kittens?

The sonogram is most likely correct. Your vet probably gave an injection of oxytocin which is a hormone to stimulate uterine contractions. Typically, if no contractions or birth of the kitten happens within 1 hour, it is not going to work. If that is indeed the injection that was used, your vet should recheck her after an hour and decide if a C-section should be done to remove the kitten surgically.
