My cat has been missing for almost 2 month, he has finally come home today, but I notice his scrotum is BLACK! (Note: The picture I have attached is not actually of my cat, but this is exactly what his scrotum looks like) What should I do?

If it is not dirt and will wash off, then he needs to see the veterinarian today. Black discolored tissue often indicate significant injury and even tissue death. This requires treatment quickly. Best of luck and please feel free to post any additional questions.
