My lovebird's legs are dusky. Is this normal or a health concern?

It could just be the legs are warm, especially if Peko is acting otherwise normal and healthy. If you are noticing swelling or discoloration of the legs, there appears to be an injury, or other sides of illness, then it is possible there could be something wrong with the legs, such as an injury or infection that should be checked out by a vet. Moving Peko to a hospital cage that is kept warm and with low, flat perches and shallow food and water dishes can help make it easier for him to get around until you can be seen by your vet.

During the developmental phases of grown, bones are soft and bend easily. You can attempt to "hobble" the legs underneath her in an attempt to correct things but prognosis is not good. Keep an eye on her. If she will allow, you can clean it daily with a mild antiseptic cleanser. Provide perches of different shapes, textures and thicknesses to condition her feet. Having only round perches of one size can lead to sores on the feet and overgrown nails.

It is possible that Angie had trauma to her leg. If she did get soft tissue injury this usually resolves with time. However a bruise can also be due to a fracture, bleeding issue or infection. I would recommend taking her to a vet to determine the cause of the bruise and also start her on pain medication for better control of pain/comfort.

A visit to the veterinarian would be prudent to diagnosis infection or injury. It is possible she may have caught it on the cage, in a toy or food bowl. Check her toenails as well. If they are too long, it can make moving and perching difficult or uncomfortable.
