Causes are likely straining to defecate or urinate. A veterinary visit is recommended as soon as possible because once the rectal tissue dries, unlikely to be saved. A check up, appropriate disinfection and possibly antibiotics or antifungal meds (oral, topical or in a shampoo formulation) are needed to solve the problem. Castrating the male could reduce the testosterone-driven odor and scent-marking, but might not eliminate. Using cleansers could confuse your pets resulting in aggression. Castration is your best bet.
