Poor water quality can lead to dermal changes/irritations that can results in tattered scales or fins, and other dermal lesions. If the lesions progress, a veterinary visit is needed to assess and provide a diagnostic/treatment plan. Melanin, which is responsible for the black, is part of the immune system in fish. The melanin is mobilized from deep in the skin, to the surface in response to a problem. As a young fish, probably newly acquired, it is worrisome regarding an external parasite.
