Being able to be trusted off leash is a skill that must be trained. You can't expect a dog of any breed to have this capability inherently. If you get a puppy or an older dog and you really desire to have it be trusted off leash, you'll need to get the help of a good trainer to do so.

The breed of dog isn't necessarily a determining factor in whether or not they could be a service dog. Both these breeds can be dogs that respond well to training but they are also large powerful dogs. Because of this it is crucial that they are well socialized as young puppies. This means having them meet MANY different people/dogs and experience many different situations (going in elevators, being around bikes, etc) while they are young. I think the biggest concern here would be the safety of the dog and then temperament of the horse (would the dog spook the horse, which puts all 3 of you in danger). Emotional Support Animals are trained to help a person depending on that person's specific needs, and there is no one set rule or training program for them. Each dog is trained individually, assisting in tasks such as helping with panic attacks, anxiety, etc. These dogs are also not considered service animals in some cases, so may not have the same protections as a service animal such as Guide Dogs for the Blind.
