My shih tzu puppy is 1 month old and suddenly something like this appeared last Monday. May I ask what is this? I do not know what cause this. Thank you so much.

I presume that you are taking about a "cherry eye" which is a prolapse of the gland of the third eyelid. I am attaching a handout about it below.

A prolapse tends to occur because the fibers holding it in place are weak. We do know know why this sometimes occurs in older dogs, but not earlier in their lives. The handout explains treatment options for you as well.
