Depending where the bleeding lesion is you can have Java wear a shirt or dog pajamas to cover it to protect her skin from licking and from the other dog. Also if the mass is a small bleeding wart they sometimes can be surgically removed or cauterized with a local anesthetic so she would not have to be anesthetized to have them removed. With her other problems she has it sounds like she may not have a long time left. The area should be treated as if it were an open wound that is infected, and thus, she should be receiving antibiotics orally. The only way to obtain these will be with a veterinary examination and a prescription. If this is not possible, the best thing you can do is shave the hair that is surrounding the lesion, scrub the area with dilute betadine or chlorhexidine, and keep it as clean as possible. You can also apply something topically to the lesion such as triple antibiotic, though his may or may not be effective. Some breaks can heal if bandaged/splinted without surgery if the bones are aligned well enough. If that is the case, you may be able to manage her under supervision of your vet with strict confinement and pain management and regular rechecking. If the leg is shattered into too many fragments for the leg to heal this way, you may have to make the tough decision of going ahead with surgery knowing that there is a risk. Even though she is an older dog, if she is otherwise healthy and has no known kidney/liver/heart disease she may do fine with surgery as long as she has good monitoring during anesthesia and supportive care after.
