Why is my 19-day-old puppy shaky and making distressed sounds?

He may have a respiratory infection that requires an oral antibiotic for treatment. Unwell puppies can quickly decompensate and become very ill, even passing on their own. If Fluffy is shivering, she may be cold, but she may also have low blood sugar. I recommend bringing Fluffy to your nearest veterinarian as soon as you can. In the meantime, you can try putting a small amount of Karo Syrup on your finger tip and gently rubbing it on her gums. This may allow her to get some sugar into her system, which may help if she is hypoglycemic (low blood sugar). I hope this is helpful - wishing Fluffy the best!

Wheezing makes me worried that mom and puppy may both have a respiratory infection. And a cloudy eye is also indicative of a problem, I would recommend a vet visit for mom and pup to get assessed. There are some structural abnormalities in brachiocephalic breeds that can cause upper respiratory stridor, or excessive noise while breathing, however that's typically not noted in a four week old puppy either.
