Puppy has a new spot on his penis. When should I take him to the vet?

It's possible something may have irritated Barley's penis, causing the blister you are seeing. It is best to keep the area clean and dry and prevent him and other dogs from licking or chewing at the spot. If it doesn't clear up in a day or so, becomes bothersome, or affects his ability to urinate, it is best to have a vet take a look to see if there is a possible infection or other issue causing it.

It looks like a possible pustule. If there are several of these then he should be seen. However, if it is just one then I would watch it for a few days. Unless it is actually bleeding (dripping blood), there is nothing you need to do. The body will repair this in time. I get concerned with things a lot sooner with such a young puppy. The watery blood would make me recommend an exam by itself. I would want a urine sample to see if there is blood in the urine. The pustules have me concerned about a bacterial infection. I would recommend taking him in for an evaluation by a veterinarian. He might need to be on antibiotics or at least a topical medication.
