What's causing my 12-week-old puppy's painful eye and nervousness?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered | 10 lbs

Hello, we've been hoping to adopt a puppy from Crete after his rabies vaccine. However, the foster carer has said he is having problems with one eye, and their local vet doesn't know what it is. The vet did say he may be in pain and the pain may be making him nervous at times. The pup is 12 weeks old. The photo of the eye issue is attached. Any thoughts on what this is?

I think the image is distorted, but this appears to be severe corneal damage and anterior synechia formation. This happens when the eye repairs a large defect in the outer part of the eye.

The eye may or may not be visual and will likely heal more. There is definitely a possibility that this could cause complications in the future, but may heal well and not cause any further issues. I would have to examine the eye to tell more, so it's best to correspond with the vet for more information and to ensure he is safe for travel.
