My puppy won't drink water in hot weather. Is this normal for puppies?

This is VERY normal. If you are adding water to her food then she likely doesn't need any additional water. Being only 2 pounds, she really only needs about 1/4-1/2 cup of water per day to maintain hydration.

With that heat it is very important to have an area of shade for them to hide, as well as free access to cool water at all times. Ideally, have a sprinkler or some water source (kiddy pool filled with water) that they can go in to cool down. Dogs overheat very easily and can get very sick with overheating. At this age, puppies should be starting to drink water, and you have to teach them how to do it. Add an inch of water to low, shallow bowl. Dip a clean finger into the bowl, and press it against the puppy's lips. Once they start licking your finger, you can get them to lick the water from your finger when you are holding it just on the water's surface. Eventually, you won't have to use your finger at all to get them to drink from the water bowl.

Three or four weeks is way too young for a puppy to be separated from its mother! A puppy should not leave it's mother until it's at least eight weeks of age. Canned puppy food has a high moisture content, so Princess will be getting water from eating that food, but I recommend adding water to the canned food to get more water into her system. You can also try mixing the replacement milk in with her canned food. She likely wasn't fully weaned from her mother, and that may be contributing to her not drinking water from a bowl. Six weeks is young, it's better to wait until the puppy is eight weeks of age, but it can be fine to take Milo now as long as he is weaned from his mother and eating puppy food. Try adding some water to his puppy food to get moisture into him. If he continues to refuse to drink water, have him seen by a vet. Best of luck.

The milk replacer is all the pup needs until he starts eating solid food. There is enough water in the milk replacer. You can place a small amount of water in a flat dish and dip your finger in it. Then offer it to the pup to lick. That way the pup will start to learn how to lap water. Your food has more natural water so his consumption will decrease. Cooked meat and fruit have a higher water content than dry food so he is picking up the extra there. As long as he is growing and playful I would not worry. I would look into adding a starch such as rice and potatoes though
