My new puppy pees excessively and has soft stools. What's wrong?

Poor Aiko! Some of the most common causes for soft stools in puppies are GI parasites, the addition of new foods or treats without a transition period, and stress. The fact that the stools are sometimes firm makes me a bit less concerned that this is a more serious cause, but we should investigate what the problem may be. Firstly, I would recommend having a stool sample submitted to your vet to look for parasites. Vomiting and loose stools can sometimes be a sign of gastrointestinal parasites. That is odd. I recommend to have him examined by the veterinarian to look at his nerves in his hind legs, lower back and rectal tone. The vet may recommend an x-ray as well to look at the spine (sometimes tail-less breeds can have deformed vertebra and that could be pinching a nerve). A problem with the innervation of the anus could allow this to happen. You should also have the stool checked for parasites just to be safe.
