My puppy has a brown spot or bump on his scrotum. Is it normal?

Its hard to tell from the picture, but it could be that the skin there on the scrotum has developed pigment over time, which sometimes happens; he's very young yet if the pet description is accurate (its telling me that Walter is 6 months old), and it may be normal. However, the skin also looks a bit thickened which could indicate that there is some inflammation and infection present. Call your vet and make an appointment to have it looked at to be sure. I don't think it is urgent as long as Walter isn't licking/chewing at it and is acting normally, but I would get him in at your convenience in the next couple of weeks.

From the pictures you have sent the "bump" appears to be a skin growth. There are several types off masses that can grow in the skin of dogs such as cysts, lipomas and some types of cancers. Some are benign and some are malignant, so careful observation is important, as well as having a vet examine it if you are concerned. Since you only just noticed the lump, and Doom is neutered, I would continue to monitor it for growth, ulceration, changes in texture or color. Measure the mass with a ruler so you can compare its growth in a couple weeks time. Rapidly growing masses are more concerning.
