Hello. The best way to improve hair coat quality is to first make sure no parasites are present (fleas, mites, etc). Then getting him on a good quality dog food. She is just too young at the moment but with time if fed a proper complete puppy diet, it will happen as she continues to grow. Not all pup's hair growth is the same which is probably why her coat is not as long as her siblings. If you pet has actual bald areas, then its best to get him tested for a possible mite problem and treatment through your vet. Also regular dewormings can treat for any underlying intestinal parasites that can cause improper growth if left untreated. I recommend giving a fatty acid skin supplement orally to help keep her skin healthy and coat shiny. Fish oil orally will work also. I do not use anything on the skin itself usually unless it's very dry and flaky, then I use a moisturizing grooming spray after a bath with a hypo allergenic shampoo.
