It might be a bacterial skin infection, fungal infection, allergic dermatitis, etc. You could bathe him with a medicated dog shampoo and see if that helps. Otherwise, he should be examined by a veterinarian for treatment. Your veterinarian can do a skin scrape, cytology and/or culture to help diagnose and then prescribe medications to treat. He may need an antibiotic, anti-histamine, antifungal, corticosteroid, and or other medications.

It looks like he has a dermatitis/skin infection. He should be examined by a vet for treatment. He may need an antibiotic, anti-inflammatory, and a medicated shampoo to help treat. You could also try Vetericyn spray and see if that helps, too.
