Usually between 6-12 weeks. Cropping ears is a purely cosmetic procedure. Some locales have banned the procedure. Discuss your concerns with your vet before moving forward.

No, it is not. Ear cropping is a cosmetic procedure, and is extremely painful. The pain is less when the puppy is younger, and you'd be very hard pressed to find a vet who will do this painful cosmetic procedure on Pablo at his age. Many won't do it due to ethical reasons, even when the puppy is less than 12 weeks of age.
