Is a female Maltipoo or Cockapoo a good match for my female Yorkie?

It's more about the personality of the dog and not the breed. I would recommend finding a rescue or shelter that might let you bring her to visitations or do a trial period with a new puppy or dog at home. You have to decide if you want a puppy, adult, large or small dog. As a generality, male-female pairings of dogs are typically more likely to get along than same-sex pairings. However, this rule does not hold true for every pair of dogs and the pairing of two dogs is based largely on the individual temperament of each. It tends to work best if both dogs are fixed (as I see that Allie has been spayed) because there are fewer hormonal-associated dominance issues. If you prefer adding a female dog, go for it! Just make sure that Allie first meets her new friend on relatively neutral ground (such as at a park) to try to avoid any territorial problems that may initially arise, even though it sounds as though Allie is quite passive and submissive. For at least the first few weeks of having a new dog in your home, be sure that all interactions between the dogs are supervised and do not leave them alone together while you are gone. Male and female combinations may get along better BUT many households have single sex pets and absolutely no problems. The biggest factor is individual personality. The puppy also needs to learn from Biscuit when enough is enough, this is an important life lesson. Energetic puppies are a lot for older dogs to handle and you are going to have to accept that Biscuit may never love the puppy but may just tolerate him. You need to intervene when the puppy is pushing too much and find other ways to use up his energy: puppy training classes, the dog park, doggie day care, other play dates with more willing dogs. He is being advertised as a "malti-poo" which is a cross between a maltese and a poodle. It appears that could indeed be what he is. I would caution you slightly about purchasing a pet over Craigslist... you just need to be aware of what you are getting in terms of health. Ask questions about the veterinary care he's already received (vaccines, deworming, etc). Its also odd that they say that he's a male, but then go on to refer to the puppy as "she."
