Should I worry about symmetrical lumps near my male dog's penis?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 11 years and 8 months old | 20 lbs

Please disregard his nipples. I’m wondering if the fat right next to his penis on both the left and right side is normal in their lower abdomen seen in the picture here. You can feel a collection of fat there on each side and I was wondering if that was Normal

This looks completely normal to me. Appears to be the bulbourethral glands that you have circled. I would not be concerned about this at all. Rule of thumb, if things are symmetrical they are usually normal.
