Should I worry about symmetrical lumps near my male dog's penis?

What you may be seeing is his bulbus glandis. They are two glands located at the base of the penis on both sides. They function during mating to effect the tie while mounting a female. This is normal and likely no cause for concern. The pigmentation of his scrotum may also be normal. You can have him seen by your veterinarian to discuss any concerns regarding either.

Its difficult to tell without being able to directly palpate (feel/touch/examine) the area, but I suspect its probably just how fat has deposited there. Its common to have a fat "pooch" in that area, usually it will be about the same size on both sides of the abdomen. If it was, then what you likely saw was his bulbourethral glands. These are normal structures of the penis, and they become enlarged when the dog is aroused. Even neutered dogs can become aroused.
