My dog's sheath is discolored. When should I be concerned about it?

It looks to me by the pictures that the coloration may just be normal pigment. Is this a new change? Is it red or swollen or crusty anywhere? If so that wound warrant a veterinary exam. If it is just his normal pigment with no change then I would say it is likely normal for him. Thank you for using Pet Coach.
