Why is my dog's belly turning darker? Is it normal or allergies?

  I usually see the hyperpigmentation or darkening of the skin as a progressive sign of skin disease or allergies. These dogs are usually licking or scratching or have had episodes of skin infection. You didn't indicate how old Bailey but maybe if he is older you will see signs of allergies as the seasons pass.
  
  But some pigmentation can be normal.

  Older dogs can get lumps and wart-like growths. Many times they are benign, however it's impossible to tell for sure without doing some testing. Usually we have to take a needle and extract some cells from the lumps, then examine them under a microscope in order to make a diagnosis. Once we know that, we can decide whether the lumps need to be removed, or if it's OK just to monitor them.
  
  As for the skin discoloration, if he's not itchy (sometimes excessive itchiness can cause the skin to darken) it may just be a normal pigmentation change associated with aging. But I would have your vet take a look to make sure.
