My dog has a red irritated upper eyelid. It seems to crust after a while. I gave him some Benadryl hoping to bring down the swelling, thinking it was an allergic reaction and it seemed to help somewhat but now its back.

This looks like conjunctivitis. The benadryl should reduce the itching but I recommend a veterinary exam to check for a corneal ulcer and get eye medication to reduce the swelling and prevent infection. I always recommend an exam and treatment with eye problems since they can sometimes cause permanent vision problems.
