Why does my dog have red, bleeding spots on his calluses and a swollen leg?

Toby is very cute! It is hard to say what is causing he swelling without seeing him but if there is pus and blood then it is likely infected. If a foreign object was under the surface of his skin it could create a swelling. The best way to know is to have a vet stick a needle into the swelling and look at the cells under the microscope. This is either a tumor, or infection. Infections are common in this area, because things like thorns and grass awns can get stuck in-between the toes. Tumors are a possibility in this area as well. We worry about certain types of tumors on the toes, because they tend to spread easier than others. Since Toby is also acting lethargic, I am more worried about cancer, or a systemic infection. Considering this, it's best to have Toby seen by a veterinarian as soon as possible in the next day or two. The vet will be able to quickly narrow-down the cause of this and start providing treatment to make him feel better. They will also be able to give you various diagnostic and treatment options. They may recommend a fine needle aspirate of the lesion to get a better idea of what is causing the swelling. Surgery may be required to lance and drain the abscess or remove a mass if present.

The fact that it is swollen with a yellow bump has me concerned that it is becoming infected. You could clean the area with a wound wash but he really should be examined and treated by a vet as he may need an antibiotic.
