Why is my dog's penis suddenly swollen, red, and peeing in spurts?

Chico could have a urethral prolapse, an infection or some type of trauma to that area. He needs to be seen by a veterinarian as soon as possible. Without treatment that tissue could become dead/necrotic, he could have trouble urinating which leads to other issues like kidney failure as well as long term damage like scarring. Do not give him any human medications as it can be toxic to dogs. Keep him from licking at the area and remove and discharge with a warm, moist, clean cloth.

Poor Jay! It's extremely serious that he has a swollen penis, and if it's purple in color, I would be concerned that the blood supply is reduced to his penis. It's also not normal that he is urinating in the house often, and that could be caused by a UTI or bladder stones. This is very concerning indeed. I would highly recommend taking Rufio in to your local vet or ER vet right away. He may have a urinary blockage due to a Urinary stone, which can be life threatening.
