My male dog's penis head is swollen with clear fluid. Is this normal?

If a male dog is aroused by a female dog that is in heat and close by, the penis will become erect. You typically don't see the penis, as it is "hidden" inside the prepuce, or sheath. Depending on the size of the dog it can be quite long, so I would consider this likely to be normal as long as it returns completely inside the sheath once the arousal is over.

There is nothing abnormal appearing in that photo. There can be mucous in the sheath if there is an infection so you may need to clean that but the white portion in that photo does not appear abnormal

An abnormal shape to the penis could indicate inflammation or a tumor. I can’t tell from the photo if Wilie’s penis looks abnormal or not. This is a situation where a veterinarian visit is the best option. I recommend to have Willie examined by the veterinarian to get a better idea of what is going on. This is a serious edematous swelling and needs to be seen by a veterinarian today. This may be located in the preputial mucous membrane, or possibly the tip of the penis. Unfortunately I cannot determine this from the photo. Please take Tyson to a veterinarian or PetER today. You may want to put some vaseline on the swelling to keep it from drying out.

Hello. Xavier has Balanoposthitis, an inflammation of the glans penis & prepuce with excessive preputual discharge. Mild cases are generally clinically insignificant, but if severe, treatment may be needed. Have Xavier evaluated by your veterinarian to make sure there are no lesions on the penis. Your dog may have been licking his penis tip a bit excessively and therefore it appears swollen, If the swelling does not subside within the next day or two and/or if he cannot retract the penis tip all the way into the prepuce, or if the color changes, then you will need to have him examined by your vet, He may need some medications or ointment to reduce the swelling and to keep the tip from drying out.

Ejaculate containing sperm should look opaque white, so I don't think it sounds like sperm. It could be very dilute urine that appeared clear, or it may be saliva if he was licking his penis and prepuce. If he is urinating normally and seems to be acting like his usual self I would not be concerned. You should monitor for any wet areas on his bedding or other discharge from his penis and contact your veterinarian if you see these signs.
