This sounds like a urinary infection or a prostate problem. If he’s having trouble urinating this is an emergency as he could die if there is a urinary blockage. Regardless with the pain and crying I recommend a veterinary exam soon. They will run a urinalysis and check his prostate for enlargement. They may run blood work and do an abdominal X-ray to check for bladder stones and the size of his prostate. If it’s an infection they will prescribe antibiotics. Thanks for using Petco Pet Education Center, formerly Petcoach to help you care for Myles.

He could have a urinary tract infection or prostate infection, bladder stones or even a bladder tumor. I would recommend taking Milo to your veterinarian for an exam. They would probably want to start by checking a urine sample.
