My dog is panting, drooling, vomiting, and wobbly. Is it an emergency?

Poor guy. I would be cautious here and take him in to your local vet right away if this has been going on for more than 30 mins-1 hr or if he is lethargic. A number of things could be going on here such as a toxin ingestion, severe stomach upset episodes or an underlying disease such as Addison's disease. Check his gum color immediately and if you notice pale gums then he should be seen right away as well. I do hope that this is just a stomach upset and that he starts to improve over the next hour. If he does seem to calm down, then you should definitely fast him for the next 12 hrs (water only), then you should feed him a bland diet of boiled plain chicken or lean ground turkey and white rice for the next few days to help settle his stomach. Please take Brutus to an emergency vet or veterinarian right away, if you have not done so in the meantime, as these could also be signs of bloat (GDV). This would be a life-threatening emergency. An ear infection does not cause such severe signs. Panting points to pain, drooling points to a gastrointestinal problem, and considering it is a large dog. a GDV is not unlikely.

Labored breathing and vomiting are very concerning signs. In an older, large-breed dog like your girl, I would be worried about bloat as a possible cause of her symptoms - this can be a life-threatening emergency, so needs to be treated right away. Many other things can also cause vomiting, including pancreatitis, liver or kidney disease, exposure to something toxic, or an intestinal obstruction. Based on your description, I would recommend taking her to the emergency vet tonight - she may have a serious problem that can't wait until morning.

Vomiting once does not constitute an emergency, but I'm quite concerned that Toby is panting very rapidly and constantly. That suggests something is wrong, and in this case, yes I think taking him into an ER vet now is best. I think it's better he gets checked out immediately. I hope this helps!

As long as Finn isn’t continuing to vomit (or attempting to vomit) I think you can wait until your vet opens in a few hours. Since he vomited an actual object up I do think it would be a good idea to see the vet for an exam and an x-ray even if he seems to be feeling better in a few hours.

The description of heavy breathing, retching, and contracting abdomen sound like the symptoms of a gastric dilatation/volvulus, or bloat. This happens when the stomach is filled with air and can even twist on itself and is more common in large breed dogs. The condition is extremely uncomfortable, and requires immediate stabilization and possibly surgery. This can be life-threatening and requires immediate veterinary care, especially if there is torsion. I recommend getting your dog to the vet as soon as possible. There are 24-hour emergency clinics in most cities that are open overnight and will be able to stabilize your dog.

What you are describing is a combination of weakness, and pain, along with some underlying disease. The bleeding can be due to a severe gastritis that is causing the lining of his gut to slough out (HGE or Hemorrhagic Gastroenteritis), a ruptured tumor, rat bait toxicity, or other causes.
